Breeding Dogs is NOT A, RIGHT, IT IS A PRIVILEGE!
As such there are responsibilities incumbent upon anyone who undertakes to do so. These responsibilities include the stewardship of the breed.
What benefits the dogs must take precedence over what benefits the people.
